Criteria for evaluation:
- Academic Opinion.
A cumulative assessment that takes into account three-year data, including the opinions of world-famous professors, teachers and senior management of universities. Respondents identify the best universities associated with their scientific field, and the best universities among those with which they are “familiar”. The survey involved experts from different countries; they name no more than thirty educational institutions (moreover, the one in which they work cannot be called). The survey was conducted in such areas as: social sciences, humanities and arts, life sciences, engineering and technology. - Employers.
The opinions of large companies with more than a hundred employees from all areas are taken into account. The answer is given by directors, managers and people who interact directly with specialists who are hiring graduates. - Students and teachers.
The quantitative attitude of students to teachers is invariably taken into account. Part-time correspondents and part-time workers are considered to have a one-to-three conversion. By the way, this is one of the few criteria by which the most prestigious universities in Russia win. - Citationability.
Citation Index is a criterion known to every person connected with science. In this case, it includes the number of citations from published works of teachers and researchers who have worked at the university for at least six months. Data for the last five years is taken into account. Information is taken from the international Scopus database. - Foreign citizens.
The number of foreign citizens among teachers and students reflects the degree of attractiveness of a university in the world. Exchange students are not counted.
The significance of the above criteria relative to each other is reflected in the following ratio: 40-10-10-20-20-5-5.
Conclusion
The table above shows that the best universities in Russia either do not fall into the ranking at all, or find themselves in rather distant positions. The situation with technical universities is not so bad, since MIPT, Moscow Engineering Physics Institute, Bauman University got to decent places, while with medical and legal universities everything is somewhat worse. In the first hundred of the ranking of the best universities in Russia in 2018, only Moscow State University entered, still acting both as a symbol and the main focus of education in our country.
The main problem that makes it difficult to get into international rankings is the average low citation index, which is due to the closed nature of many studies, the complex connections between the Academy of Sciences and universities, as well as the relatively low prevalence of fluency in English.
